Tonia Fischer has a double Bachelor’s degree in Sociology and Human Services from Black Hills State University and a Master’s degree in Administrative Studies from the University of South Dakota. Recently retired from the industry, Fischer worked 23 years with the State of South Dakota - five years as a Social Worker and 18 years in probation.
